Background: From Ujjwala 1.0 to 2.0
Ujjwala Yojana 2.0 Launched on May 1, 2016, PMUY 1.0 achieved a landmark milestone—providing 8 crore LPG connections to underprivileged households by March 2020, pushing national LPG coverage from 62% to 99.8% by April 2021

To reach those still left out, Ujjwala Yojana 2.0 was launched on August 10, 2021, by Prime Minister Modi—initially targeting an additional 1 crore deposit-free connections, later extended to 1.6 crore, achieving 9.6 crore connections by December 2022
🎯 Who’s Eligible?
The scheme is aimed at adult women (18+) from deprived households without existing LPG connections—including those under SC/ST, PMAY-Gramin, MBC, AAY, forest dwellers, tea tribes, and residents of islands or river islets
Notably, migrants are no longer burdened with rigid address proof—the scheme allows self-declaration, reducing bureaucratic hurdles
đź’° Benefits Package

- Deposit-free LPG connection
- Free first refill + hot plate (stove) from OMCs
- Cash assistance: ₹1,600 (14.2 kg) or ₹1,150 (5 kg) covering:
- Cylinder deposit, regulator, hose, gas card, inspection/install
- ₹300 subsidy on each refill
🏥 Impacts on Health & Livelihood

- Improves health by reducing indoor smoke exposure, especially for women
- Cuts cooking costs and saves time
- Environmental benefits: Decline in firewood usage, lower deforestation
- Empowers women: gives autonomy via independent LPG access
However, academic analysis suggests increased LPG access alone may not guarantee consistent use: usage increased modestly (2.1 pp) with regional and social-group disparities
🚧 Implementation Challenges
- Awareness gaps in remote and tribal areas
- Some still face documentation issues, despite relaxed norms .
- Logistics: lesser reach of distributors in hilly or remote regions .
- Affordability: refill costs remain a strain for the poorest
📊 Scale and Reach
By Dec 2024, the original scheme issued 10.33 crore connections, with over 2.3 crore under 2.0 As of May 2025, more than 10.3 crore connections delivered—with around 9 crore regular users
âś… Concluding Thought
Ujjwala 2.0 marks a crucial evolution—bridging gaps with deposit-free access, migrant-friendly documentation, and full starter kits. It’s a bold push towards healthier homes, women’s empowerment, and Ujjwala Yojana 2.0 environmental sustainability.
Yet, to ensure lasting impact, ongoing focus is needed on:
Key Area | Suggested Focus |
---|---|
Awareness | Grassroots campaigns in remote zones |
Logistics | Expand last-mile delivery and refilling |
Affordability | Consider refill subsidies or support |
Monitoring | Track usage patterns regionally and socially |
Looking ahead, ensuring consistent LPG usage—not just access—will define the long-term success of Ujjwala 2.0.
